Russian internet is broken in 3 ways:
1. Every provider has to block a lot of websites via home made solutions with bugs/problems/etc. 2. "TSPU"s (blocking devices) are installed all over the Russia and blocking a lot of websites with many bugs in configuration/settings. 3. Roskomnadzor/MVD/FSB are "asking" transit opeertors to do additional blocking.
All this mess leads to many network problems which are different in different provider's networks.
