They have some, but offer CGNATed addresses (RFC6598 100.64/10) by default. Possibly a wise idea: the vast majority of users are dumbasses who don't use anything beyond HTTP.

Most connections are IPv4-only, some are dual-stack. Most links are IPoE (standard IP over ethernet, generally 10...100 Mbit/s, sometimes more, IPv6 ready), but there still exist a number of *DSL connections (IPv4-only, no options for IPv6).
