I askd the person, who keeps this calendar - he doesn't remember exactly where this date came from, and where the announcement was: maybe in FIDONEWS, or ENET.SYSOP, or BINKD... But since now there is information from the creator with the exact date of creation, the information will be corrected - the date of creation will be used instead of the announcement date.
