Die fuer den Antrag benutzte Absenderadresse muss in jedem Fall bis zur Zuteilung einer endgueltigen Nodenummer in den angegebenen Online-Zeiten, mindestens jedoch zur ZMH, jedem anrufenden FTS-kompatiblen System durch einen FTS-kompatiblen Mailer praesentiert werden. Ein Complaint sollte niemals leichtgenommen werden. Abgesehen davon, dass man den bearbeitenden *Cs Aerger und Arbeit macht und ihre Zeit beansprucht, die sie anderweitig wesentlich nutzbringender einsetzen koennten, ist Sinn von FidoNet die gemeinsame Kommunikation und nicht das Streiten um irgend- welche Nebensaechlichkeiten. In diesem Zusammenhang sei auch ausdruecklich darauf hingewiesen, dass das Erstellen von ungerechtfertigten Complaints an sich schon XAB sein und einen Complaint nach sich ziehen kann.

Einige Grundregeln sind beim Verfassen eines Complaints zu beachten:

Ein Wahlleiter oder ein Wahlkontrolleur, der seine Pflicht zur Verschwiegenheit verletzt oder die Wahl bzw. das Wahlergebnis durch Aeusserungen oder Taten zu verfaelschen versucht, handelt extrem veraergernd (excessively annoying, XAB).
> A returning officer or election supervisor who violates his/her > obligation to secrecy or attempts to falsify the election or election > result by word or action exhibits excessively annoying behavior (XAB).
10.3.1.2 Voraussetzungen fuer die Uebernahme des Wahlleiter-Amtes

Ein Wahlleiter darf bei der anstehenden Wahl nicht selbst Kandidat sein.
> A returning officer may not simultaneously be a candidate in the > managed election.
Wahlleiter muessen ein CM-System betreiben und duerfen waehrend der gesamten Zeit ab Veroeffentlichung des Wahltermines bis zur Verkuendung des Wahl- ergebnisses nicht durchgaengig HOLD oder DOWN gelistet sein.
> Returnig officers must operate a CM system, and during the entire > period from the election announcement until publication of the election > results may not be listed HOLD or DOWN.
Falls ein Wahlleiter in dieser Zeit HOLD oder DOWN gelistet wird, muss entweder der Wahlzeitraum entsprechend verlaengert werden, bis er wieder regulaer gelistet ist, oder ein neuer Wahlleiter eingesetzt werden.
> If a returning officer's system becomes listed HOLD or DOWN during this > time, the election period must be appropriately extended until the > system is again regularly listed, or a new returning officer appointed.
Die Entscheidung darueber trifft der RC.
> The RC makes the decision as to which alternative is taken.
10.3.1.3 Ernennung des Wahlleiters, Widerspruch gegen den Wahlleiter
> 10.3.1.3 Appointment of the returning officer, challenge > of the returning officer
Der Wahlleiter wird vom RC24 aus den gelisteten Nodes des Netzes ernannt und sein Name im Sysop-Echo des Netzes bekanntgegeben.
> The returning officer is selected from among the listed nodes of the > network and appointed by the RC24; the name is announced in the network > Sysop echo.
Wenn 10 % der Wahlberechtigten oder mehr es fordern, muss der Wahlleiter aus einem anderen Netzwerk kommen.
> The returning officer must come from another network if 10 % or more of > the franchised nodes request this.
Sollten sich 10 % der wahlberechtigten Nodes eines Netzes oder mehr gegen den ernannten Wahlleiter aussprechen, so haben sie dem RC einen anderen WL zur Ernennung vorzuschlagen, der auch bereit ist, das Amt zu uebernehmen.
> If 10 % or more of the franchised nodes in a network reject the named > returning officer, they must suggest another node who in fact is willing > to assume the office of RO to the RC for appointment.
Grundlage fuer die Berechnung der zur Ablehnung des Wahlleiters noetigen Anzahl wahlberechtigter Nodes ist die zum Zeitpunkt der Ernennung durch den RC gueltige Nodelist (vgl. 10.3.3.1).
> The basis for calculation of the number of franchised nodes required to > reject a returning officer is the nodelist valid at the time of his/her > appointment by the RC (cf. Section 10.3.3.1).
In jedem Fall muessen alle Einsprueche innerhalb von 7 Tagen nach Bekanntgabe des Wahlleiters beim RC eingegangen sein. Der RC entscheidet ueber die Einsprueche binnen 7 Tagen.
> In any case, all challenges must be received by the RC within seven days > after announcement of the returning officer's name. The RC makes a > decision on the challenges within seven days.
Werden nacheinander 3 Wahlleiter abgelehnt, so setzt der RC einen Wahlleiter und einen Wahlkontrolleur ein, die nicht mehr abgelehnt werden koennen.
> If three returning officers in succession are rejected, the RC will > appoint a returning officer and an election supervisor who then cannot > be rejected.
Der zeitliche Ablauf der Wahl beginnt mit der Ernennung eines neuen Wahlleiters vollstaendig von vorne.
> The election procedure is completely repeated when a new returning > officer is appointed.
10.3.2 Der Wahlkontrolleur
> 10.3.2 The election supervisor
Vom RC wird in Abstimmung mit dem NC eine Person benannt, die als Kontrolleur dem Wahlleiter zur Seite gestellt wird und den gesamten Ablauf der Wahl sowie die Ergebnisse ueberprueft.
> The RC in cooperation with the NC appoints a person to aid the returning > officer as an election supervisor, and who monitors the entire election > procedure and results.
Der Wahlleiter setzt beginnend mit der Wahlausschreibung bis hin zur Veroeffentlichung des Ergebnisses den Kontrolleur ueber alle wichtigen Sachverhalte in Kenntnis; insbesondere stellt er ihm alle Wahlstimmen, Wahlvorschlaege usw. uneingeschraenkt zur Verfuegung.
> The returning officer informs the election supervisor of all relevant > facts beginning from the time of the election announcement to the point > at which the election results are published, and in particular gives him > unlimited access to all ballots, election suggestions, etc. ================ End REGP100.ENG.4 ================
