No implementation is fully utf compatible, they always suport just a subset. In Windoes there often is the option to install additional support for exotic alphabets. IE used to ask for this when browsing websites with as yet unknown or unsupported stuff.

So you have not yet installed the support for that. Here the Bengali looks OK, both in Notepad and winvi. But not on the command line in CP65001.
